The song was written by Franklin, Preston Glass and Narada Michael Walden for her thirtieth studio album of the same name, released in 1985. With production overseen by Walden, the hit song was released as the second single from the album on August 27, 1985 by Arista Records. Following Franklin's hit "Freeway of Love," "Who's Zoomin' Who" peaked at number seven on the Billboard Hot 100 in the United States that same year and spent four weeks at number two on the Hot Black Singles chart. In addition, the dance pop song entered the top 20 in Ireland and the UK.
